On 13 April, 2011, the EU banned 32 Iranian officials, including Esmail Ahmadi Moghaddam, from entering the EU, for their role in widespread and grave violations of the rights of Iranian citizens. All assets of these officials will also be confiscated in Europe. According to the EU statement, Esmail Ahmadi-Moghaddam, as commander of the police force, has been sanctioned for participating in a "brutal attack on protesters against the result of 2009 election" and a "violent attack on a university dormitory on 15 June, 2009."

The US Treasury Department also placed Esmail Ahmadi Moghaddam on his list of human rights sanctions in November 2011, citing the role of Ahmadi Moghadam in the "attack on the University of Tehran dormitory," "beating and arresting students," and his involvement in the Kahrizak incident. According to this decision, Esmail Ahmadi Moghaddam's potential assets in the United States will be seized and he will be barred from entering the US.
